Poland: Tender Specification For Three-system High-speed Emus For Pkp Intercity Revealed - 23/12/2009

PKP Intercity wants to have 8, out of the 20 to high speed articulated train sets to be ordered, delivered by 31 October 2012. What is more, the operator wants the winning bidder to sign a contract termination closure, if PKP Intercity does not have the financing guaranteed by mid-2010.

The winning bidder will deliver 20 articulated trains for 220-250 kph, also taking care of technical maintainance and keeping them clean and, most importantly, build the maintenance facilities in Warsaw with all necessary infrastructure.

The winner will also train 40 PKP Intercity employees, including 20 drivers.

PKP Intercity want the winner to guarantee that the units are approved to operate in Poland by the time the first unit is delivered. In 10 years from the date of delivery of the last unit the trains are to be homologated in Germany, Austria and Czech Republic.

PKP Intercity assumes the trains will make 420,000 km a year on average. They will run on domestic routes: Warsaw - Cracow, Warsaw - Katowice, Warsaw - Poznań - Wrocław, Warsaw - Poznań - Szczecin, Warsaw - Gdynia and in the future also Warsaw - Prague, Warsaw - Vienna and Warsaw - Berlin.

The trains are to run from 5:00 AM to 11:00 PM.

8 trains are to be delivered by 31 October 2012 an the remaining 12 by 31 October 2013.

The bids have to be submitted by 17 March 2010. The bids assessment criteria are:

    * price - 75%
    * delivery dates - 10%
    * techncal and functional evaluation - 15%


The trains have to be operable in 3kV DC, 15kV 16 2/3 Hz and 25kV 50 Hz AC systems.

The axle load hs to be 18 tonnes or lower.

Other specifications:

    * operating speed: 220-250 kph
    * seats: 400 (+/- 10 miejsc)
    * first classseats:  60 (+/- 5, including 12 seats in business class compartments)
    * seats arrangement: 1+2 (1st class), 2+2 (2nd class).
    * business compartments: 3 in each 1st class car, 4 seats in each compartment
    * 25% (+/- 5) seats in vis-a-vis setting


The trains are to contain space for disabled passengers, toilets and bar.

The two cabins will be located on both ends of the set, driver's seat has to be in central or right position with a a seat for driver's assistant and the breaking lever on the right side.

PKP Intercity wants to have the right to terminate the contract without any repercussions for both parties if it cannot guarantee sufficient financing by 31 July 2010.
